Frances Welch

Dean, School of Education, Health, and Human Performance

Prior to becoming Dean, Fran served as Department Chair and as Assistant Dean for Professional Development in Education. She originally joined the College of Charleston faculty in 1979, Fran Welchafter a 10-year career in the Charleston County School District. She worked in Dorchester School District Two from 1986 to 1992 and then returned to the College.

Fran is the author of two books and more than 40 articles. She has a variety of research interests and most recently has focused her work in the areas of leadership and educational reform. She frequently presents her research at conferences and conventions.


William Youngblood

Bill is a former Chief Executive Officer of the McNair Law Firm and a longtime advocate for public education. In 1985, he was awarded the Order of the Palmetto, South Carolina's highest civilian recognition for his work in drafting and lobbying for the passage of the Education Im

provement Act of 1984.

He has served as Chairman of the Charleston Regional Development Alliance, the Charleston Metro Chamber of Commerce, the Education Foundation, and a Statewide Business-Education Partnership. He currently serves on the South Carolina Council on Competitiveness, the South Carolina Research Foundation and the Trident CEO Council. His personal mission is to help the broadest range of stakeholders understand the link between educational excellence and economic vitality.
